About the project
The Phillip Street development will deliver 18 new, self-contained one- and two-bedroom apartments for people experiencing or at risk of homelessness. Designed to national social housing standards, the building replaces dilapidated flats with a modern, flood-resilient, CPTED-informed complex featuring energy-efficient systems and secure communal areas. When ATI was engaged, the project was significantly delayed, over budget, and struggling to meet funding conditions. We undertook a full reset of the program, restructured the budget, revised the delivery model, and re-established stakeholder confidence. Today, the project is back on track with a clear, staged delivery plan and strong investor alignment.
ATI’s role
ATI led a full project rescue, reviewing cost blowouts, resetting timelines, redesigning the delivery structure, and restoring investor confidence. We are now overseeing all phases through to completion, including design development, compliance, tendering and construction delivery.
